Domestic EPCs
An Energy Performance Certificate (EPC) is required for all homes whenever
built, rented or sold.
If you are buying or selling a home it is now law to have a certificate. They
are also required on construction of new homes and are needed for rented homes
the first time the property is let after 1 October 2008.
The certificate records how energy efficient a property is as a building and
provides A-G ratings. These are similar to the labels now provided with
domestic appliances such as refrigerators and washing machines.

EPCs are measured using the same calculations for all homes, so you can compare
the energy efficiency of different properties.
Part of the EPC is a report which will list the potential rating that your home
could achieve, if you made the recommended changes. The report lists:

suggested improvements (such as fitting loft insulation);

the approximate cost;
-
possible cost savings per year if the improvements are made, and
-
how this would change the energy and carbon emission rating of the property.
An EPC is only required for a property which is self-contained, and is valid
for 10 years.

Home Information Packs (HIPs)
A Home Information Pack (HIP) is now required for most homes put on the market
with vacant possession on or after 14 December 2007.
Anyone marketing a home for sale in England and Wales, whether they are an
estate agent or auctioneer, a housing developer, or a private individual is
responsible for ensuring that a HIP is in place and made available to potential
buyers.
HIPs are designed to bring information upfront to increase certainty and inform
buyers about a property before they incur costs. Informed choice by buyers at
the start of the process will help reduce delays later on and reduce wasted
time for sellers.
From 6 April 2009 the documents required to be in the HIP are:

Commercial EPCs
Energy Performance Certificates (EPCs) are now required for all commercial
buildings whenever built, rented or sold.
From 1st October 2008 all commercial buildings over 50m² will require a
Non-Domestic Energy Performance Certificate (NDEPC).
The purpose of the NDEPC is to assess a building’s CO2 emissions in line with
the requirements of Building Regulations (Part L).

Environtec use industry standard SBEM modelling software and Dynamic Simulation
Modelling (DSM) to create certificates for an extensive variety of buildings.
An EPC for a Non Domestic building is valid for 10 years or until a newer EPC
is prepared or if alterations are made to the building.
The penalty for failing to make an EPC available to any prospective buyer or
tenant when selling or letting non-dwellings is fixed, in most cases, at 12.5%
of the rateable value of the building, subject to a minimum penalty of £500 and
a maximum of £5,000, in addition to this the EPC will still be required

Registered Social Landlords
The new requirement for EPCs on leased property has generated a significant
amount of work in the social housing sector.
Environtec believe that we are in an extremely strong position to offer
Registered Social Landlords (RSLs) the manpower and administrative competence
to implement this new government legislation in a speedy and cost effective
fashion on housing stock right across the country.
Each EPC will last for 10 years unless substantial works are carried out during
this time which are likely to improve a property's rating, for example if a new
boiler was fitted or if double glazing was installed. Environtec can offer RSLs
with a long term solution, factoring in significant discounts for renewal work
and bulk ordering. In short, we will work with an RSL to calculate the best way
to implement this legislation across their housing stock, maximising
efficiencies and minimising cost.
To reduce the disruption to many tenants we may be able to offer a
sampling/cloning option, available in areas where there are a large number of
properties of a similar size and style (e.g. large blocks of apartments or
estates).
This method would also attract a significantly discounted fee structure.

Public Buildings (Display Energy Certificates)
As part of the government's plan to implement the Energy Performance of
Buildings Directive, Display Energy Certificates (DEC's) will need to be
displayed in most public buildings from October 2008.
A DEC must be accompanied by an Advisory Report which will contain
recommendations for improving the energy performance of the building. A DEC is
valid for 12 months and needs to be updated annually. The accompanying Advisory
Report is valid for 7 years.

Those organisations requiring a DEC will include public authorities, and
institutions providing public services that occupy or control buildings which
are frequently visited by the public including the following;

Central or local government offices

NHS Trusts
-
Places of education
-
Police buildings
-
Courts and prisons
-
Buildings providing public services such as museums, art galleries and swimming
pools where the buildings floor area is greater than 1,000m2.
DEC's will provide information to visitors about the energy efficiency of these
buildings. This will raise awareness of energy use in our public buildings and
will allow public authorities to show, over time, the benefit of the measures
they implement to reduce their carbon footprint.
